PANESU Acceptable Use Policy (adapted from NENET) v.1.16.98 The purpose of PANESU (Pan-A-Sioux) the Panhandle Educational Service Unit's network, server, and gopher is to advance and promote preK-12 education in ESU-13 member schools. Established for use by the preK-12 education community, PANESU is intended to assist in access to and exchange of information pertinent to education and the instructional process. PANESU Goal: The goal of PANESU is to promote excellence in Nebraska preK-12 education by providing quality, equitable, and cost-effective information and communication resources to preK-12 educators. PANESU Use: The intent of the PANESU acceptable use policy is to insure that all uses of PANESU are consistent with its stated goal and purpose. The policy does not attempt to articulate all required or expected behavior. User's should exercise their best judgment of appropriate online conduct. To assist in such judgment, the following general guidelines are offered: 1. Any use of PANESU for illegal purposes, or in support of illegal activities, such as transmission of commercial copyrighted software, is prohibited. 2. All use of PANESU must be in support of education and research and be consistent with the purpose and goal of this acceptable use policy. Accessing pornography or other material inappropriate to the K-12 environment is prohibited. 3. Any use of PANESU for commercial purposes, product advertisement or political lobbying is prohibited. 4. No use of PANESU shall serve to disrupt the use of the network by other users. 5. Anonymous use of PANESU is not allowed. Login IDs must be a combination of first and last names or initials. Do not change your account "User Name" unless you create a plan file fully identifying yourself. 6. If users become aware of security problems on PANESU they must report the problem immediately to sysop@panesu.org and not reveal the problem to other users. 7. Educators in ESU-13 member schools are eligible for a PANESU account. Accounts for board and advisory group members may be permitted, provided their use furthers the purpose and goal of PANESU, and their accounts are approved by the school district. 8. Student account applications require signatures of an authorized representative of their school district, and a parent or guardian. 9. PANESU accounts should be used only by the authorized account owner for the authorized purpose. An educator my permit occasional and guided student use of their account provided proper supervision is maintained by the educator, and, further, the educator assumes full responsibility for use of the account by the student. 10. PANESU user's traffic that traverses another network is subject to that network's acceptable use policy. 12. From time to time, reviews of specific users accounts may be made to determine whether they are consistent with this policy. PANESU reserves the right to cancel any user's account. 13. Time on PANESU is not an unlimited resource. All account holders are expected to efficiently use their online time. Please limit modem dialup calls to 30 minutes per day. Activities such as downloading lengthy non-essential files or files obtainable in another way is discouraged. 14. PANESU will not regulate the content of electronic mail, however, in order to preserve the integrity or operational state of the network, PANESU system administrators reserve the right to inspect, without prior consent, any data or files that exist on the system. Email is considered private, but not necessarily secure. PANESU tries to provide a reasonable level of security for information on the network, but cannot guarantee the privacy or confidentiality of any information stored or transferred on it. Email can theoretically be intercepted and read at any point where it is forwarded along the network and mail with invalid user or host names is sometimes delivered to the system administrator. If there is any information that you absolutely do not want another person to see or access, then you should not store it on PANESU. This policy exists to make you aware of the inherent limitations of existing technology on systems like the state telecomputing network to maintain an absolute level of privacy or confidentiality of information stored on ESU servers or transferred on the Internet. PANESU services are provided on an "as is, as available" basis. Because of the nature of network services, PANESU does not warrant that the functions or services performed by, or that the information or software contained on the system will meet users requirements or that the operation of the system will be uninterrupted or error-free or that defects in the system can or will be corrected.
